Japan Communications Inc. (hereinafter referred to as "JCI") is pleased to announce that on October 29, 2025, Chigin Network Service Co.,Ltd (Head office: Chuo-ku, Tokyo, Representative Director: Yoshimasa Hasegawa, hereinafter referred to as "CNS") and my FinTech Inc. (hereinafter referred to as "my FinTech"), which is a subsidiary of JCI and operates a certified digital certification authority under the Digital Signature Act, have signed an agreement on the basic terms for concluding a contract between CNS and my FinTech regarding a business in which CNS provides identity verification etc. service (hereinafter referred to as "the Service") to regional banks and other financial institutions using the FPoS library, a security platform provided by my FinTech.
In light of the revised Act on Prevention of Transfer of Criminal Proceeds (hereinafter referred to as "Anti-Money Laundering Act") coming into effect on April 1, 2027 and changes to the non-face-to-face (online, etc.) identity verification method, JCI has been developing function of the FPoS library that will enable financial institutions to implement the service safely, inexpensively, and highly convenient (meaning easy for users and reduces the workload for financial institutions).
In addition to providing identity verification function that complies with Anti-Money Laundering Act for financial institutions, the Service has the function of retrieving updated information when there are changes to the four basic information (name, address, date of birth, and gender) from My Number Card, with the user's consent, as well as the function of retrieving this information when the user moves overseas or passes away.
Furthermore, with the user's consent, this information can be linked to the financial institutions designated by the user.
CNS is a joint company established with joint investment from 61 regional banks that are members of the Regional Banks Association of Japan, and provides data transmission services and other services to these regional banks.
CNS plans to begin providing a development version of the Service to the financial institutions from October 2025 and plans to gradually begin providing the commercial version of the Service to the financial institutions from April 2026 onwards.
CNS and JCI will continue to consider expanding the functionality of the Service and other related enhancements.
