JCI Reaches Basic Agreement with JINS on Initiative Toward Installment Sales Using FPoS

Japan Communications Inc. (hereinafter referred to as "JCI") is pleased to announce that it has reached a basic agreement with JINS HOLDINGS Inc. (hereinafter referred to as "JINS") regarding an initiative to utilize FPoS (FinTech Platform over Security module), provided by my FinTech Inc., which is a JCI subsidiary and operates an accredited digital certification authority under the Digital Signature Act, in installment sales and other transactions involving JINS products.

FPoS (FinTech Platform over Security module) is a trust infrastructure for the digital society, developed by JCI. Using My Number Card as a trust anchor, together with a hardware-protected private key on the smartphone and the mechanism of an accredited digital certification authority under the Digital Signature Act, FPoS reliably ensures both "who the information is from" (identity) and "what the information is" (authenticity), while providing integrated four functions: identity verification, person authentication, digital signature, and data linkage. Since the FPoS development began in 2016, through a proof-of-concept under the FSA's FinTech Proof of Concept Hub, certification under the Digital Signature Act, and implementation in local government and local currency initiatives, JCI has been offering commercial services in the finance and healthcare sectors since 2026.

FPoS is used in payment services such as "Mebuku Pay" in Maebashi City, Gunma Prefecture, operated by Mebuku Ground Inc., and "Yudepi" in Omura City, Nagasaki Prefecture, operated by The Juhachi-Shinwa Bank, Ltd. (cumulative transaction volume surpassing JPY 5 billion as of January 31, 2026). Since the service launched in December 2023, there have been no confirmed cases of smartphone payment account takeover or fraudulent use involving illegally obtained credit card information (Note).
(Note) There have been confirmed cases of fraudulent use involving temporary IDs issued through simplified identity verification; however, no such cases have been confirmed for accounts verified using My Number Card.

Typically, when selling products on an installment basis, sellers must assess the purchaser’s creditworthiness and manage receivables and the risk of non-payment, which generally requires outsourcing to a credit card company or credit sales company at a corresponding cost.
JCI believes that its track record with FPoS — under which no fraudulent use has been confirmed as a result of strict identity verification — may be leveraged to realize new microfinance solutions, including installment sales, and will proceed with this initiative together with JINS.
