Japan Communications Inc. (hereinafter referred to as "JCI") is pleased to announce the first FPoS Developers Conference 2026 (FDC2026), to be held over two days — Tuesday, July 28 and Wednesday, July 29, 2026 — at Tokyo International Forum. The keynote address will be delivered by Audrey Tang, Taiwan’s former Minister of Digital Affairs and a globally recognized leader of digital democracy.

As threats such as fraud, identity spoofing, and data breaches that undermine the foundations of digital society become more serious, FDC2026 will serve as a forum for broad international dialogue on restoring trust in the digital world.

Keynote Speaker: Audrey Tang
As Taiwan's Minister of Digital Affairs, Audrey Tang pioneered citizen participatory digital governance, transparency, and the development of trust in digital spaces — ahead of the rest of the world. Having Tang deliver the keynote on the first day will lead discussion on the conference's theme "Restoring Trust in the Digital World." from a global perspective.

Why "Trust" — and Why Now
While digital technology has permeated every aspect of daily life and business, incidents that erode trust — including digital fraud, identity spoofing, and online harassment — are growing increasingly serious. The slow progress of data linkage can also be traced to the absence of "a framework that enables data linkage between service providers based on the user's explicit consent." This, too, is fundamentally an issue of trust.

FPoS (FinTech Platform over Security Module), which is developed and provided by JCI, is a trust infrastructure built on smartphones. Using Japan’s Public Personal Authentication Service (JPKI) as a trust anchor, it enables identity verification, user authentication, digital signatures, and data linkage consistently within digital spaces. Specifically, FPoS provides the following four functions:

  • 1. Identity verification via My Number Card signature validation (JPKI)
  • 2. User authentication (login) using digital certificates
  • 3. Digital signatures using accredited digital certificates under the Digital Signature Act
  • 4. Data linkage using unique common codes (user identifier)

By integrating these four functions into a single platform, FPoS makes it possible to securely provide identity verification, user authentication, digital signatures, and data linkage in one package —all previously handled separately— with the user's explicit consent.

JCI has been developing FPoS since 2016, building a track record through a series of milestones: a proof-of-concept under the FSA's FinTech Proof of Concept Hub (2018), certification under the Digital Signature Act (2021), implementation in Maebashi City, Gunma Prefecture (2022), and the launch of a local currency service (2023). In 2026, adoption of FPoS began among regional banks and other financial institutions, local currencies, and the healthcare sector, with commercial services launching across these sectors. Looking ahead, FPoS is also expected to serve as a digital infrastructure for sustaining essential services in areas facing population decline, as JCI moves toward full-scale rollout. JCI also plans to launch "FPoS IoT," an extension of the FPoS framework to IoT devices.

As FPoS enters the full-scale adoption phase, FDC2026 will bring together leading speakers from industry, academia, government, and finance to chart a path toward "restoring trust in the digital world."
